Building a Better Executive: Let’s Go Further Together

Parliament is currently considering the Constitution Twenty-Second Amendment Bill, which proposes to abolish the office of Deputy Minister and introduce limited oversight of ministerial appointments. While these are steps in the right direction, they do not go far enough in addressing the deeper issues of executive bloat, inefficiency, and lack of accountability.

Key Concerns with the Proposed Amendment:
  • Cabinet size remains uncapped: Eliminating Deputy Ministers is a positive gesture, but without a constitutional limit on the number of Ministers, the risk of an oversized and inefficient executive persists.

  • Centralisation remains unaddressed: The amendment misses an opportunity to empower provinces and communities through devolved responsibilities, an essential component of responsive, local governance.

  • Economic reform is overlooked: The massive costs of maintaining more than double the amount of state departments, along with all the bells and whistles that come along with them, are not addressed or even touched upon.

  • A constitutionally limited Cabinet to ensure a leaner, more effective executive.

  • Decentralised powers, in particular the placement of policing under provincial control, fostering safer communities and more accountable law enforcement.

  • Transparent, participatory appointment processes for Ministers, to restore public trust and integrity in governance.
