The Minister of Police has proposed amendments to the Firearms Regulations under the Private Security Industry Act that could severely undermine private security’s ability to protect the public. These vague, impractical, and potentially unconstitutional changes were introduced without proper consultation.

With over 580,000 active guards—outnumbering SAPS officers 4 to 1—the private security industry is vital to public safety. These amendments risk driving up costs, increasing red tape, and restricting access to essential equipment, putting all South Africans at risk.

  • Vague Language & Unworkable Standards: Terms like “reasonable quantity of ammunition” and undefined mental health criteria are unscientific and subjective.

  • Punishment Without Due Process: Firms under investigation—not convicted—could be barred from operating, violating principles of justice and fairness.

  • Impractical Technology Mandates: Requiring non-existent firearm tracking devices reflects a worrying disconnect from operational realities.

  • Disarmament of Tactical Units: Bans on semi-automatic rifles and less-lethal tools like rubber bullets and water cannons will leave high-risk teams and civilians exposed.

  • Broken Public Participation Process: The email address for comment submissions does not work, effectively silencing public input.
