The Chief Registrar of Deeds has introduced a new requirement—Form LLL—which forces all individuals involved in land transactions to disclose their race, gender, nationality, and citizenship. The justification? Statistical and land audit purposes. But we know better.
This echoes South Africa’s painful apartheid history where racial classification was used as a tool for oppression. We cannot allow a return to racial categorisation by the state—especially not under the guise of land reform.
Support Free SA’s campaign to oppose the reintroduction of racial classification in property transactions.
Let’s protect our Constitution and our right to a non-racial, democratic South Africa.
Your submission will be legally recognised and form part of the public record. By speaking up now, you’re making sure our democracy stays accountable to you—the people.

More about this campaign
Key concerns:
Compulsory disclosure of race directly contradicts the founding constitutional value of non-racialism (Section 1(b)).
The amendment lacks clear legal backing. There is no current Act of Parliament that lawfully authorises forced racial classification for deeds registration.
Land in South Africa is a politically volatile issue. Collecting detailed personal information tied to land ownership can be misused to further political agendas.
The collection of sensitive data without clear limits on its use, protection, or opt-out mechanisms violates your right to privacy (Section 14).
What we're advocating for
Free SA is calling for the immediate withdrawal of Form LLL and the amendment of Regulation 18 to remove any obligation for racial classification.
We demand:
Transparent and lawful regulation
An end to apartheid-style identity tagging
Protection of citizens’ rights to privacy and equality
We are working towards a non-racial and prosperous South Africa, where your value is not defined by your race.
