Shrink the State — End Government Excess Now

South Africa does not have a capacity problem—it has a government size problem.

For years, leaders have promised reform while merely reshuffling portfolios, renaming departments, or making superficial cuts. The result is an oversized, costly state that absorbs public resources without delivering growth, jobs, or reliable services.

Speak up, be heard, take a stand!

Free SA believes South Africa needs a real reduction in the size and scope of government—not cosmetic changes that protect the status quo.

That is why this campaign commits to ongoing public petitions until clear, measurable reductions in government size are implemented.

Submission dates:

(and the end of every third month thereafter)

This is not a once-off campaign. It is sustained civic pressure for structural reform.

Make your voice count

I, the undersigned, call for a significant and measurable reduction in the size of government in South Africa.

I believe that:

  • government is too large, inefficient, and costly
  • structural reform, not cosmetic change, is required
  • the number of ministries and departments must be reduced
  • public spending must prioritise service delivery over administration
  • South Africa needs a government that works and not one that grows

More about this campaign

Key concerns with government size

Endless restructuring without real reduction
Government repeatedly shifts functions or renames departments without actually reducing cost, size, or complexity.

A political system built on expansion
The state has become a vehicle for creating positions and structures that serve political interests rather than the public.

Excessive departmental growth
Too many ministries and departments have overlapping or unclear mandates, creating waste and confusion.

Runaway administrative costs
Public money is increasingly consumed by salaries, offices, and bureaucracy instead of frontline delivery.

No clear reduction plan
Government has not set out how many departments should exist, which should be merged or removed, or what an efficient state should look like.

What we're advocating for

A clear cap on government size
A legally or constitutionally enforceable limit on the number of ministries, departments, and executive positions.

Immediate departmental rationalisation
A public plan identifying which departments will be merged, abolished, or consolidated to remove duplication.

A smaller, focused state
Government must concentrate on core functions such as safety, justice, infrastructure, and essential services.

Reduced administrative spending
Cut wasteful spending on executive structures, overhead, and non-essential programmes, and redirect funds to delivery and growth.

Measurable accountability
Government must commit to timelines, public reporting, and transparent cost savings.
