In 2021, tens of thousands of South Africans overwhelmingly rejected the draft Firearms Control Amendment Bill. Yet today, that same rejected version is quietly resurfacing behind closed government doors — with no meaningful public consultation, no revisions, and no transparency.

Despite receiving over 118 000 public submissions, government officials are pushing the same flawed bill forward through NEDLAC and the Civilian Secretariat for Police Service (CSPS), bypassing genuine public engagement.

  • Recycled Bill from 2021: The draft amendment being circulated appears identical to the version rejected by the public four years ago.

  • Lack of Transparency: Government responses to parliamentary questions have been vague and evasive, revealing little about the Bill’s progress or revisions.

  • Consultation Failure: NEDLAC has had the Bill for over three months without engaging relevant firearm stakeholders.

  • Ignored Evidence: SAPS’ own statistics show that illegal firearms, many lost or stolen from state control, are the real threat, not legal gun owners.

  • Unaddressed System Failures: There has been no meaningful reform or improved operations of the Central Firearms Register, which remains plagued by dysfunction and corruption.

  • Democratic Disrespect: The public’s overwhelming 2021 rejection is being side-stepped without explanation. There is no democratic mandate for this Bill to proceed.

  • A Rejection of the Current Draft Bill in its 2021 form.

  • A Fully Functional and Transparent Central Firearms Register, not a shift in focus toward disarming lawful citizens.

  • Consequences for State Failures — including the leaking and loss of state-owned weapons into criminal hands.

  • Evidence-Based Policymaking, not political narratives.
